Enhanced the Metar / Taf Service

At the service, we have added the runways information and new decoding languages.

Now the Metar / Taf decoding also reports the cross-wind and the centerline-wind components for the airport runways.

To the languages already available for decoding, we have been added the Portuguese (PT) and the German.

These implementations are avaiable on the service page, the gadgets and all other services offered for Metar / Taf.
